By Law Enforcement Complaint Information

By-law Enforcement investigates concerns such as noise complaints (e.g. barking dogs, loud music), property standards issues, littering/dumping, parking, zoning  and other matters concerning the Town of Norman Wells.

Officers perform statutory and operational functions in support of the Town’s by-laws in accordance with Territorial legislation such as the Motor Vehicles Act RSNWT 1988,c.M-16, All Terrain Vehicles Act R.R.N.W.T. 1990, c.A-1 and the Territorial Dog Act R.S.N.W.T. 1988.

By Law Enforcement Officers promote compliance with municipal by-laws through public education working with the public and as a last resort, enforcement (tickets and fines).

The Town of Norman Wells monitors complaints during regular business hours which are Monday to Friday 8:30am-5pm. By Law Enforcement officers work with local RCMP whose role is to prevent and solve crime, enforce federal, provincial/territorial, and municipal law, build and maintain relationships with communities, and above all, keep everyone safe.

When filing a formal complaint, please provide as much detail as possible, including:

  • What happened?
  • When and where did it happen? Do you have an exact address? Date and Time.
  • What is the contact information of the pet/business/property owner and any witnesses?
  • Do you have photos of injuries, before and after treatment, that include date information?
  • Description of vehicle/ATV etc.
  • And any other details that would support the action of a complaint.

By Law Officers will respond after receiving your report and, where necessary, start an investigation. Every situation is unique and takes different amounts of time to resolve. By Law Enforcement does not respond to emergency situations. Please call 911 if you find yourself in an urgent or life-threatening situation.
